Iain has held a number of Senior Management positions with local authorities and was, until recently retired, the Deputy Director of Planning for the London Borough of Croydon
Adrian is a qualified accountant specialising in all aspects of audit and financial accounting for voluntary organisations and charities and also runs his own Management Consultancy
Chief Executive Officer
Paul has been Vibrance Chief Executive officer since 2008 and has been part of the Senior Management Team since 1997. In all Paul has 32 years experience of working in social care including 8 years in Leytonstone House Hospital. Paul holds an MSc in Psychology(Learning Disability) gained in 1996.
Anne holds an MA at the Institute of Education on Rights in Education and is currently a full-time Head of Modern Languages in a comprehensive school in St. Albans. She has also been a Teacher Governor at two different schools. Earlier on in her career she worked as a Warden of a Homeless Project in Sheffield. Anne has existing close personal links with Vibrance; her mother Jeanne Lill, who died in 2012, was a Vibrance Trustee for over 20 years, and her brother, Michael, lives in one of our care homes in Woodford.
Shaminder has worked in the domestic violence sector for over 20 years; managing and developing domestic violence provision for Black and Minority Ethnic women, developing preventative initiatives with young people, and raising awareness with the community as a whole. As Director of Ashiana Network, she manages specialist services, including refuge provision that comprises of three safe houses, two specifically for women at risk of forced marriage, and a range of advice, advocacy and counselling services for women.
Michael lives in Chadwell Heath, uses Vibrance Outreach service and is currently Deputy Chair of Vibrance Board of Trustees.
Elaine has been associated with Vibrance for over 20 years, when her late husband Colin was appointed as Chief Executive. In memory of his contribution to Vibrance, since 2008 Elaine has presented the Colin Richardson Awards for staff who made a difference to the quality of life of service users. Elaine has over 40 years’ of management experience in marketing and PR within the travel industry, education and charity sectors, for a Housing Association and a Borough Council. She has experience of helping to grow businesses, website development, events and fundraising. After semi-retiring she has been a marketing consultant and worked for a ski business in France.
Jill is a qualified accountant who has worked in local government for over 40 years holding a number of senior management roles. Her brother Alan is a resident in one of Vibrance’s Supported Living services.
Richard has 24 years’ experience of working within Housing Associations the majority of which have been within a Supported Housing environment. He is currently Head of Connect and Region at Notting Hill Genesis Housing Association, a post he had held since June 2016. Richard brings a wealth of experience in Strategic Leadership and Business Planning, managing large budgets, developing partnerships and fundraising on a grand scale. He is passionate about service users having control and influence over the service they receive.
Chris has 22 years’ experience of working in local and central government and the wider public sector and is currently employed as Head of Community Safety and Prevention at the London Fire Brigade. His work experience includes the direct delivery and management of local authority services and extensive partnership working with charities. Chris also has experience of professional Boards, including as Chair, and has been responsible for managing multi-million pound budgets.
Shirley Lowe is a retired trainer and consultant with more than 30 years management experience throughout local authority social care and NHS healthcare services. Shirley is a Special Adviser to Vibrance Board of Trustees, having served on the Board of Vibrance for 20 years. She has a son with special needs and continues her involvement with People First and user centred services.
